David Mackie is a Grants and Contracts Specialist, Senior and has been employed by The Ohio State University since 2007. Prior to joining the Grant Development Support Unit, he was the Grants and Contracts Specialist, Senior for the CFAES Office of International Programs in Agriculture (IPA), where he managed pre- and post-award processes for grants and contracts, specializing in United States Agency for International Development (USAID) and international sponsors.
David has worked in various grants management settings at OSU, such as the College of Medicine and the Department of Physics. One project he managed was a six year, $25.5 million, USAID collaborative research grant which included training, developing, and managing fiscal, compliance, and staffing activities for the iAGRI Project Management Unit located in Morogoro, Tanzania. David also assisted with the implementation of the OSU College of Medicine, Grants Management Office, and was responsible for all aspects of procurement and delivery of the Scarlet Laser System, a $12 million laser system at the OSU High Energy Density Physics lab.
David has a B.S. in Finance from Franklin University and an M.B.A. from Ohio Dominican University. He has experience in every aspect of the grant lifecycle, including pre-award activities, project setup, implementation, and closeout. Additionally, he has extensive procurement experience in excess of $15 million in each phase of the procurement process, including vendor analysis and selection, sole source justifications, competitive bidding, statements of work, and negotiation with vendors on terms and conditions included in the purchase order. He is also a member of the National Council of University Research Administrators (NCURA) and the Society of Research Administrators International (SRAI).
